I went to No.10 together with the Foreign Secretary and Sir Alexander Cadogan to discuss with the Prime Minister the reply to be made to H.M.Ambassador, Chungkings telegram No. 958. After a short discussion unanimous agreement was reached that telegrams A and B, as drafted below, should be despatched by the Foreign Office. Sir Alexander Cadogan undertook to do this. Reference was made to the alternative form of words in pencil in the Foreign Office draft for the latter part of paragraph alternative was rejected, as it was felt to be rather a silly suggestion that Admiral Harcourt should sign on behalf of H.M.G. and on behalf of Chiang Kai-Shek.
